BIGM is a public-private specialized institute under the Ministry of Public Administration of the Government of Bangladesh seeking to imbue the public and private sector officials with appropriate 21st-century leadership and managerial skills of global standard so that they can be positioned at the front-line of developmental aspirations and goals of Bangladesh. BIGM provides opportunities for higher studies with subsidized tuition fees. Till the Academic Year 2023, the 15th and 16th batch students were pursuing their Master's of Public Affairs (MPA) programs in the following areas: (I) Governance and Public Policy (GPP), (II) International Economic Relations (IER) and (Ill) Human Resource Management (HRM). From the Academic Year 2024, the institute is launching three more MPA programs in the following academic areas: (i) Project Management, (ii) Public and Private Financial Management, and (iii) Procurement and Supply Chain Management. The institute is the brainchild of a few distinguished members of the civil services, retired and active, and led by the former Cabinet Secretary, late Mr. M. Mahbubuz Zaman. At the very beginning, the institute was run in a rented accommodation in the BIAM Foundation Bhaban at Eskaton. ln July 2013 it moved to its own spacious and eco-friendly campus at Agargaon, adjacent to the Dhaka offices of the World Bank and the Asian Development Bank and UNICEF. The need for an institute for higher studies in Bangladesh for civil service members has been long recognized, but various constraints delayed its establishment. With a growing number of civil service cadres, effective management of public services has become crucial, and opportunities for in-service training and higher studies, both domestically and abroad, have become limited. The institute aims to address this gap by providing higher education opportunities for civil servants, private sector executives, and NGO officials, selecting participants based on their motivation to improve their knowledge and performance. The decision to include private and NGO sector officials is expected to foster public-private understanding and collaboration, promoting holistic development in a market-driven economy. Joining the BIGM Master’s program is not just about getting a degree; it is a soul-searching process that combines scientific research with a challenging human experience. The whole process is designed not only to improve the degree of efficiency in the delivery of services and the quality of governance in general but also to uplift confidence and bring about attitudinal changes in course participants.

Mission The Institute intends to enhance the capacity of the executives of the public and private sectors by: 1. Strengthening their knowledge, skills, insights and positive attitude; 2. Sharpening their professionalism and critical thinking capabilities; 3. Inculcating in them commitment and strategic policy leadership through post-graduation level professional education, cutting-edge research, and higher level training.
