Dr. Md. Abdul Latif, a mid-level public policy professional (Deputy Secretary of Bangladesh Government), currently serves as the Additional Director of Bangladesh Institute of Governance and Management (BIGM). Upon joining the Bangladesh Civil Service (BCS) in 2006, he ranked second in the BCS-Economic Affairs Cadre of the 25th BCS Examination and joined the Bangladesh Planning Commission, the nation's supreme policy and plan-making body. Over his career, he has held significant roles in the Ministry of Fisheries and Livestock, Ministry of Commerce, General Economics Division (GED), and Sector Division of the Bangladesh Planning Commission. Additionally, he has served as the Assistant Project Director (APD) for pivotal projects contributing to Bangladesh's development, such as the 'Support to the Implementation of Bangladesh Delta Plan (SIBDP) 2100 Project' and the 'Impact Assessment and Coping up Strategies of Graduation from LDC Status for Bangladesh' Study Project. Furthermore, he has worked as a Desk Officer on various projects including the National Agricultural Technology Assistance Program (ATCP), Developing Business Services in the Markets (DBSM), Bangladesh Trade Policy Support Program (BTSP), Bangladesh Economic Growth Program (BEGP), and Promotion of Social Environmental Standards in the Industry (PSES), among others. Dr. Latif achieved the Certificate of Excellence for securing the 1st position in the 132nd Advanced Course on Administration and Development (ACAD) training designed for Deputy Secretaries to the Government and officials of the Armed Forces, Foreign Service, and Police Service at a similar level.

Dr. Latif, much like in his professional career, boasts a solid academic background across various fields. He obtained his PhD in Development Policy from the KDI School of Public and Management (KDIS), South Korea supported by the prestigious Global Ambassador Scholarship. His doctoral research focused on "Real Estate Finance". Before pursuing his PhD, he completed a Master’s Program in Sustainability Science at the University of Tokyo, Japan, with the esteemed ADB-JSP Scholarship, delving into research on "Sustainable water-saving technology." Dr. Latif graduated in Fisheries from the Department of Fisheries & Marine Resources Technology Discipline at Khulna University.  He participated in several cutting-edge training programs for policy professionals at national and internationally renowned institutions which included  Global Government Officials Seminar-South Korea,  Development Diplomacy Program (DDP)-Germany, Fiscal Economics and Economic Management (FEEM). He has authored 3 articles in peer-reviewed international journals, presented 4 papers at international workshops/seminars, and participated in 2 international poster presentations.

In the societal domain, Dr. Latif is a member of the Bangladesh Administrative Service Association (BASA), International Academy of Financial Consumers (IAFICO), International Society of Environmental and Rural Development (ISERD), Todai-Business and Innovation for Sustainability (T-BIS).

  • Training needs assessment to support the future challenges of the senior civil service officials

    The broad objective of the study is to assess the training needs of the senior officials in Bangladesh civil service to address future challenges. The specific objectives of the study are- I. To assess the training needs for addressing the future challenges of the senior civil service officials; II. To evaluate the existing training programs for the senior civil service officials; III. To find out the gap and to suggest a possible way forward.

  • Support to the Implementation of Bangladesh Delta Plan (SIBDP)2100

    The project 'Support to Implementation of Bangladesh Delta Plan 2100 (SIBDP 2100)' commenced in October 2018 with the aim of aiding the implementation of the Bangladesh Delta Plan 2100 (BDP 2100). The key tasks of the SIBDP 2100 project include: i) establishing the necessary institutional setup of SIBDP, ii) ensuring capacity building of relevant partners, iii) managing knowledge and establishing an information portal, iv) mobilizing resources and accessing funding, and v) implementing investment projects. Dr. Latif served as the Assistant Project Director in this project, assisting the Project Director in overall project management, including financial management, knowledge product management, overseeing research & training (local & foreign), Ministry Mapping for Delta-related tasks, and Preparation of Action Plan, supporting the Technical Advisory Committee, Delta Governance Council, Project/Program Selection Committee, and more.

  • Impact Assessment and Coping up Strategies of Graduation from LDC Status for Bangladesh Study Project
    March 2019 - June 2020
    The goal of the project was to assess the impacts of Bangladesh's transition from the least developed country status and to develop strategies to tackle challenges arising from the loss of benefits. Dr. Latif acted as Assistant Project Director, supporting project management, budgeting, and procurement, overseeing report preparation, review, and publication, and arranging workshops, seminars, and training sessions to enhance capacity.

  • Regional Consultation on Ending Childhood Obesity
    The WHO Regional Office for South-East Asia, based in New Delhi, India, conducted a consultation workshop on 28-29 September 2015. The workshop aimed to offer policy recommendations to governments on preventing obesity in infants, children, and adolescents, as well as on identifying and treating existing obesity in this age group. The objectives include lowering the morbidity and mortality risks associated with non-communicable diseases, mitigating the adverse psychosocial impacts of obesity during childhood and adulthood, and decreasing the likelihood of the next generation experiencing obesity.; March 2016

  • Small steps, giant leaps? A critical look at the SME Policy-2019
    The labour-intensive SME sector is crucial to Bangladesh's economy, driving job creation, economic diversification, innovation, and support for larger enterprises while fostering social stability and sustainability. However, the SME Policy 2019 lacks such a roadmap. Additionally, monitoring, evaluation, and review mechanisms are not functioning properly, hindering the policy's continued effectiveness. To meet the policy objectives, coordinated actions across organisational, financial, non-financial, and legal reforms are essential for smoother SME operations. A structured implementation plan will enhance efficiency, improve effectiveness, address potential challenges, increase accountability, and foster better stakeholder engagement through optimal resource utilisation. Fostering a vibrant SME sector requires balancing small, incremental policy improvements with bold, transformative investments in technology. Gradual enhancements can lay the groundwork for more ambitious initiatives, while decisive actions can drive significant changes that promote growth and resilience in the SME sector.; 2024-10-02

  • Circular economy for sustainable business with ecological harmony
    The traditional business model imposes substantial environmental, economic, and social costs, leading to issues such as water scarcity, hazardous waste, health problems, community displacement, and cultural erosion. In contrast, the circular economy reduces reliance on virgin materials, addressing interconnected social, economic, and environmental challenges. By recycling materials in a closed-loop system, it minimizes waste and reliance on new resources, thereby lessening environmental impact. This approach also extends product lifespans through refurbishment and upgrades, decreasing hazardous waste. Closed-loop production lowers costs related to raw material extraction, processing, and waste management, while creating jobs in fields like product design, recycling, and refurbishment. Furthermore, it promotes innovation by transitioning from product ownership to service provision, supporting durable and sustainable designs. This model enhances resource efficiency through services such as bike-sharing and co-working spaces and encourages the development of biodegradable alternatives to traditional plastics. Implementing a circular economy necessitates collaboration among governments, businesses, consumers, and civil society. Key steps include designing modular products, establishing closed-loop production systems with effective waste reduction strategies, and providing products as services, retaining ownership and responsibility. Embracing circularity is not only a moral imperative but also a strategic opportunity for long-term business success and a sustainable future.; 2024-08-17
